A foster mother has been arrested in Anson, in Texas, accused of locking a 22-year-old with special needs in a dog kennel last month. Anson is about 170 miles northwest of Fort Worth. Footage here, filmed by Justin Anderson, a neighbor, on November 22, shows him confronting the foster mother. The young woman can be heard crying and calling in clear distress throughout the video.
